Where the principles set out in Article 5 of Law No 4734, which contracting authorities are responsible for securing, namely transparency, competition, equal treatment, reliability, confidentiality, public scrutiny, the timely meeting of requirements on appropriate terms and the efficient use of resources, cannot be secured, the tender officer may cancel the tender, and the tender commission also has authority in relation to cancellation.
