What conditions constitute grounds for assignment of the contract from the contracting authority's standpoint?

In assessing whether an event constitutes a mandatory case for assignment of the contract, the matter must not arise from the grounds expressly regulated in Law No 4735 as requiring termination, and must be something the contractor could not have foreseen even acting as a prudent merchant.
