Bag Carrier (Colloquial)

A person who, without any intention of participating in a tender or concluding a contract, obtains an advantage from other tenderers in return for not submitting a tender. Such conduct constitutes an offence under Article 235 of the Turkish Criminal Code. The duty of contracting authorities is nevertheless to act on concrete evidence and within the limits permitted by the legislation.
