The unlawful practice of determining or steering the estimated cost that the contracting authority is required to determine for the work subject to the tender deliberately and contrary to the truth, whether too high or too low, rather than basing it on market research and technical calculations in accordance with the legislation, so as to affect the outcome of the tender.
