Principle of Adherence to the Tender Documents
The tender documents under a public procurement contract, comprising the administrative specifications, the draft contract, the technical specifications and the projects, are prepared before the tender and published with the notice, under Article 27 of Law No. 4734. Tenderers prepare their tenders having regard to the conditions in those documents, and the contracting authority signs the contract with the tenderer submitting the economically most advantageous tender that meets them. The principle of adherence means that the contract may not contain provisions contrary to those documents.
