Qualification (Qualification Documents)

Qualification and qualification documents are the criteria of participation and evaluation required under Law No. 4734 and the implementing regulations, which must be clearly set out in the tender documents, in order to determine whether a candidate or tenderer is competent to participate in the tender and to carry out the work subject to it in accordance with the contract. The most important matter in practice is that the stage at which a qualification document is required must be determined in accordance with the legislation, so that competition is not restricted.
