Service Procurement Not Based on the Employment of Personnel

Procurements in which the number of personnel to be employed in performing the service is not determined by the contracting authority and the greater part of the cost does not consist of labour costs. Under the public procurement legislation, services in which less than 70% of the estimated cost consists of labour costs fall within this scope.
