Tenders Above the Estimated Cost
The estimated cost is the tender price formed by the contracting authority through market research before the tender. Tenders above the estimated cost, which is disclosed after the tender hour, are generally excluded from the evaluation. The tender commission nevertheless compares the tenders submitted against the estimated cost, examining whether any matter was left out of account when the estimated cost was calculated, whether any updating was carried out correctly, and whether the tender prices reflect current market prices, having regard also to the budget appropriations.
