The law has changed: appeal fees may now be recovered

The phrase “where the applicant is upheld on all of its grounds” introduced by the amendment is expected to give rise to considerable debate and disputes, because it is unclear how the Public Procurement Authority will frame its decision on an appeal where some of the grounds are upheld.
