New rules introduced for the Turkish Standards Institution's procurement for international events
New rules have been introduced for the Turkish Standards Institution's procurement of goods and services for international events and meetings. Presidential Decision No 11674 addresses the exemption in Article 3(z) of Law No 4734, direct procurement, the estimated cost, market research, qualification, guarantees and the contract procedures.

How will the new leasing regime for commercial units on the coast and the shore strip affect firms?
By the provision of 9 August 2026, new principles were introduced on the leasing of the coast and the shore strip and of the commercial units that must be built in those areas. The provision concerns Treasury immovables as regards revenue or income sharing, maintenance, repair, security, cleaning and operating arrangements.

Public Procurement Law No 4734 amended: exemptions and the reciprocity provision
By the provision of 31 July 2026, Article 3 of Public Procurement Law No 4734 on exemptions was amended and additional Article 13 on reciprocity in public procurement was inserted. The new provision addresses the rights and advantages granted in favour of domestic tenderers and domestic goods in relation to European Union member states under stated conditions.

Announcement by the General Directorate of Tea Enterprises (ÇAYKUR)
By the amendment to Article 73 of the ÇAYKUR Purchasing and Procurement Regulation, new rules have been introduced on inspection and acceptance where goods delivered are defective or faulty. Where the defect or fault rate exceeds 8 per cent the goods are rejected; where it is below 8 per cent they may be accepted or rejected, with a quality deduction.

Important changes concerning tax and social security premium debts published
A new system has gone live that enables verifiable documents relating to tax and social security premium debts to be notified to tenderers through EKAP and allows electronically signed documents to be sent.

Announcement by the Public Procurement Authority on the issue and calling of letters of guarantee
The Public Procurement Authority has published an important provision on the issue and calling of letters of guarantee. For tenders held from 1 April 2026, it covers the letters and surety bonds relating to additional performance bonds, advance payment guarantees, final account guarantees and guarantees for outstanding items at provisional acceptance.

The Public Procurement Authority has made an important provision concerning acts and conduct affecting competition or the award decision. The practice introduced by Board decision No 2025/DK.D-310 of 3 September 2025 was revisited following the stay of execution ordered by the 13th Chamber of the Council of State.

A new Public Procurement Board decision has been published: a new era in querying social security and tax debts
Following Public Procurement Board decisions No 2026/DK.D-69 and No 2026/DK.D-70 of 27 February 2026, the procedure for querying social security premium and tax debts in tenders has changed. In line with the judgments of the Council of State, the requirement to upload a certificate of no debt before the date of the tender has been removed.

The Public Procurement Authority has published the monetary thresholds for tenders in the period 1 February 2026 to 31 January 2027
The monetary thresholds to be applied in tenders for the period 1 February 2026 to 31 January 2027, as determined by the Public Procurement Authority, have been updated. They cover the fees for appeals to the Authority, the upper limits for direct procurement, the threshold values and the limits in Articles 3(g) and 21 of Law No 4734.

The threshold value coefficients to be used in non-personnel-based service procurement have been redetermined
By regulatory Board decision No 2026/DK.D-25 of 21 January 2026, the Public Procurement Authority redetermined the threshold value coefficients (the R coefficients) to be applied in non-personnel-based service procurement advertised or announced on or after 1 February 2026.
