By its announcement of 2 January 2026, the Public Procurement Authority has made it possible for additional performance bonds, advance payment guarantees and acceptance guarantees relating to the contract stage to be submitted through Takasbank.

Article 53(j) of Law No 4734, headed “Public Procurement Authority”, sets out the Authority's revenues, which include amounts arising from contracts concluded in respect of tenders held under the Law.

Under the Implementation Regulation on the Electronic Conduct of Public Procurement, which entered into force on 1 August 2025, in tenders advertised or announced on or after 1 August 2025 social security premium and tax debt queries are to be carried out by contracting authorities at the stage when bids are opened.

Article 34 of Public Procurement Law No 4734 sets out the values that may be accepted as a guarantee, one of which is Turkish currency in circulation, that is to say a guarantee deposited in cash. Where a bid bond is deposited in cash, the deposit of that guarantee is addressed.

Important amendments have been made to the procurement legislation on construction works
Very important amendments that need to be known were made by the Official Gazette of 30 July 2025 to the Construction Works Tenders Implementation Regulation and to the standard and general specifications for construction works procured under Public Procurement Law No 4734. Those amendments enter into force on 1 September 2025.

Important amendments were made to the Principles on the Calculation of Price Adjustment by the provision published in the Official Gazette of 30 July 2025, No 32971. Those amendments apply to tenders advertised or announced on or after 1 September 2025 and to the contracts relating to them.

An announcement has been published on the e-forms to be used in public procurement procedures for tenders held on or after 1 August 2025. The Official Gazette of 18 May 2024, No 32550, covers tenders, direct procurement and related procedures under Law No 4734 or within the exemption regime.
